LAMONIAN INTELLIGENCE AGENCY

Overview:

The Lamonian Intelligence Agency (LIA) is the main foreign intelligence service of the Free Republic of Lamoni responsible for the collection, analysis and dissemination of intelligence. It is mandated to provide accurate and timely intelligence to the Government of Lamoni that is vital to support and protect foreign and economic policy interests. The service also protects the country from terrorism, the proliferation of weapons of mass destruction, international economic crime, etc. Officers of the service are mandated to act in accordance with the agency’s code of ethics.

The LIA is placed under the Foreign Ministry for budgetary resources, but reports to the President, and the Congress. The Director-General of the LIA is appointed by the Lamonian President, and confirmed by the Lamonian Senate, like all other such government appointments. The appointment and confirmation to this position is classified at the highest levels of the Lamonian government, and the identity of the Director-General of the LIA is considered a State Secret. He or she will normally either have subordinates attend public meetings, or will attend him or herself, disguised as a person of much lower rank than he or she is. This helps to prevent hostile intelligence agencies or other enemies of the Free Republic from attempting to “lop the head off” of the LIA, and increases the personal security of the LIA’s Director-General.

Organizational Structure:

a) Analytical Directorate – Operates as the analytical arm of the service with the following responsibilities: Conducts planning and direction of LIA foreign intelligence operations, evaluates short, mid and long term planning of the service, collects intelligence information from open sources, provides timely, accurate and objective analyses of all-source intelligence information, disseminates intelligence product to “customers.”

b) Intelligence Directorate – Operates as the clandestine arm of the service with the following responsibilities: Carries out Human Intelligence, conducts covert activities to collect intelligence information that is not obtainable through the open sources, conducts data processing of intelligence information, and conducts SIGINT operations.

c) Security Directorate – Operates as the security arm of the service with the following responsibilities: Provides information security of the service, acts as an inspector general of the service, conducts pre-employment clearance, creates and maintains the LIA archives.

d) Administrative Directorate – Operates as the mission support arm of the service with the following responsibilities: HR, legal issues, financial issues, IT and communication, foreign relations and protocol, public diplomacy.

e) Training Center – The training center provides the staff with special training, re-training and scientific research activities as well as special preparation for the staff of other Governmental bodies.

Though not a military service, the LIA uses Lamonian Army ranks in an attempt to simplfy the structure of the organization. The head of the agency is the Director-General, who oversees the agency as a whole, including all of the Directorates.

Special Action Division

The Special Action Division (SAD) is the action service of the LIA, responsible for planning and performing clandestine operations. It also fulfills other security-related operations such as testing the security of nuclear power plants, and military facilities such as the submarine pens of the Kazatlan Naval Base. The division’s headquarters are located at Fort Tikona.

The action division is a force of paramilitary operatives coming mainly from the Lamonian Army, often at least from the paras, and some from special forces. Since the early 1980s, the SAD is divided in three main parts: commandos, combat divers and air support.

SAD commandos are since based in three “training centres” which compose the Paratrooper Reservist Instruction Center:

* The Paratrooper Specialised Training Center in Hvarten for clandestine operations.
* The Paratrooper Specialised Instruction Centre in Kuskrony for special commandos.
* The Paratrooper Training Centre for Naval Operations in Rukhta, which instructs combat divers.

The air support of SAD operations is provided by a Lamonian Air Force unit, the 101st Air Logistics Brigade. Furthermore, the naval ship FRLS Duenna can provide support from the Navy to the benefit of the SAD.
